A Framework for Program Quality

 

How do you define quality in a North Carolina Basic Skills program?  North Carolina's Framework for Program Quality was developed to help to answer that question.  The framework includes five sets of standards that define:
  • The characteristics of effective and efficient program operations - Program Standards;
  • What effective instructors need to know and be able to do - Instructor Standards;
  • What adult learners need to know and be able to do - Content Standards;
  • The processes, procedures, and training needed for a valid and reliable data collection process - Data Standards; and
  • The student outcomes that result from quality programs - Performance Standards.
