program? North Carolina's Framework for Program
Quality was developed to help to answer that question.
The framework includes five sets of standards that
define:
The characteristics of effective and efficient
program operations - Program Standards;
What effective instructors need to know and be able
to do - Instructor Standards;
What adult learners need to know and be able to do -
Content Standards;
The processes, procedures, and training needed for a
valid and reliable data collection process - Data
Standards; and
The student outcomes that result from quality
programs - Performance Standards.
